I read in some earlier comments that it's a survival instinct to keep them together while they're sleeping. So they don't get separated. It probably doesn't hold the exact same meaning as holding hands does to us, but the way the otter brushed his nose against the other one's hand implies to me that there is some affection there. This was just too cute.
